        <title type="html">A family weekend for me! The other blogger checking in from Edmonton!</title>

                And lots of family, family I have not seen for many many years in some cases. We left Victoria on the ferry over to Anacortes so I could download some more books onto my Kindle and mail off some boxes of "stuff" down to the boat. As usual on the FERRY it was freezing and we only went outside for this picture! We are smiling through frozen teeth here!<br />

So after having gone to Costco, and the Casino, and the Malls etc in a different country we were ready to drive back into BC and go up to Edmonton. It was a pretty drive and we did stop at Blue River to take a helicopter tour, hoping to see no Grizzly Bears, but none other then where on the signs at the side of the road!<br />

My parents thought it was great not to do any driving at all on this trip and were quite comfortable fighting over "who got the better viewing chair" in the aft!<br />

There were a lot of people there, and all the grandchildren put on a talent show which featured Ballet to Hip Hop to Classical! It was very nice! AND we stayed out past the witching hour! I think it was midnight before we left!! I guess when you have not seen some of the people for 30 years, it takes awhile to get through them!<br />
<br />
This is purely for comparison purposes, thanks to Doreen to sending them along. If you start to think the BVI is too crowded, you can always shift countries and start going to the Beach in China. After these pictures when I received them there was only one comment "guess where they go to the washroom!" So after this, Cane Garden Bay will not look that bad!<br />

                We dropped off our guests yesterday, we had a great week with the families, the kids were a lot of fun! Mr B got himself some fans I think!! The banana boat has never had so much use. Our guys left us some great comments in the guest book:<br />

"We cannot thank you enough for the most incredible vacation, it exceeded any and all expectations for this trip! Travelling with 7 active kids is not a group every one would have accepted, but you always made us feel comfortable and welcome.<br />
<br />
Lisa, Martha Stewart can take lessons from you! Thank you for taking such good care of us all week long. Everything was fabulous.<br />
<br />
Captain Richard, thanks for taking us to such interesting places and for teaching us along the way. Most of all thank you for always keeping us safe while we relaxed and had fun.<br />

Mr B, your patience and energy were remarkable and appreciated. You were tireless despite endless water sports. Your sense of humor and fun loving approach to life has earned you 7 new members in your fan club!<br />

The kids also left us a picture they drew of themselves on the banana boat, which is now on display in the kitchen!<br />

We gave Mr B the rest of yesterday off as it was his birthday. We had a lazy afternoon with a movie, it was very nice, well I watched the movie and Richie napped!

                I received this press release on the Beef Island Development, as you know, I have followed this quite closely. I cannot believe that 18,000 signatures were collected! That is incredible! <br />
There has been so many people that have donated a lot of time and money to this effort, I certainly hope that it remains untouched. I have heard that the lawyers have been trying to find "dates that match" their schedules so they agree on an appeal date. The lawyers for the developer had appealed the last win by the VIEC lawyers that the case could go forward... <br />
I understand legal stuff about as well as I understand government stuff so I know that it was not worded very well here! <br />
<br />
DRAMATIC CLOSE TO BVI ENVIRONMENTAL MONTH<br />
18,000 signatures and 3600 comments from around the world presented in support of British Virgin Islands.<br />
<br />
 In an astonishing show of support 600 pages long and 4 inches thick, citizens from not only the BVI but around the world expressed outrage and concern over the development of Beef Island.  Spearheaded by the Virgin Islands Environmental Council (VIEC) with the help of Ocean River Institute (ORI- www.oceanriver.org), this letter of concern has now focused international attention on the VIECs attempt to have the Virgin Islands Fisheries Act enforced regarding the Hans Creek fisheries protected area as well as the protection of the fragile and pristine ecosystem of Beef Island which has global ramifications.<br />
<br />
 The theme of most of the comments was the need to protect untouched areas for future generations while still others shared experiences, warnings and consequences of unsustainable development including the harmful effects of marinas and golf courses on reef and mangrove systems.  Many other calls were for eco-tourism as a potential economy, after all, the BVI continues to garner awards for its nature and peacefulness.<br />
<br />
 This was born out by comments from 46 United States including Virginia: You can build other 5-star hotels and golf courses.  You cant build other natural eco-systems. From California: Golf courses and Marinas are the two most polluting activities you can subject to land and sea!.  Nevada cautions the development for fear it is going the way of St. Thomas.<br />
<br />
 Even more impressive was the International Community Members representing most European Countries along with Peru, Venezuela, Mexico, Canada, Australia, and Egypt! From our own Caribbean Basin, Island countries such as Puerto Rico, Jamaica, Bermuda, Bahamas, Turks and Caicos and the USVI express warnings at what happens with too much development.  The general thread was that the natural beauty of the Caribbean is what attracts most people.  One long time visitor stated Money is temporary.  Extinction is forever.<br />
<br />
 Finally, from Virgin Gorda, comes We were given the name Natures Little Secrets for a reason. We are tampering with the environment to the detriment of future generations.<br />
<br />
 Full copies of the VIEC letter, along with supporting facts and comments have been delivered to Premier ONeal, Governor Peareys office, Labor and Natural Resources, Conservation and Fisheries, National Park Trust, The Tourist Board and the public Library.<br />
<br />
 On Thursday, July 10th, the program UMOJA, Radio station ZBVI 780 AM, 8:00-9:30, will discuss with Dr. Quincy Lettsome how far the VIEC court case has come and the World Importance of it being the first time a group has brought such a law suit against the government for violation of Environmental Laws in the Caribbean.<br />

Our last full day today! It began with a cruise to White Bay for some beach action, there was a very patriotic American boat round there, listening to a Bruce Springstein rendition of the national anthem and the crew catawalling along to it! Happy 4th of July!<br />

They explored the beach and swam, it was then time to cruise on to Norman Island, with an epic game of catch phrase to keep the kids busy! We dived on seahorse reef, no seahorse, but at the bottom of the mooring line we found.....<br />

My divers did a fabulous job, I will certainly miss them all! While we dived, their was snorkeling and then another snorkel over at the Caves, they were a brave group, they went right to the end of the third cave in search of treasure, none to be found though! The afternoon was completed by a final banana boat ride for the kids, while the adults watched the great sunset. The banana boat ride was apparently a little rough, Sean lost his pants! I say no more!!

        <title type="html">Update on BVI Boat Harbor Charges</title>

                Well it it has been an interesting few days around the BVI with meetings going on left and right over the proposed Harbor Charges. The BVICCHA, the Charter Yacht Society, even the tourist board I hear are all working hard to have these fees rescinded until a full impact study can be done. Even the private sector down here is sitting up and taking notice. There has been some comment that even if they are rescinded, the negative publicity will affect us. Perhaps, but I thoroughly believe that it is the negative publicity from one corner of the sector to another, private, crewed, charters, recreational, etc that is forcing the government to take a look at these things. The internet is a big world.<br />
I have had many people ask me why we stayed. I guess the simple answer is that we love it here, and no matter where you go, even if the grass looks greener today, tomorrow they may impose their own onerous hoops. There have been many times that we thought about sticking the boat in the middle of Road Harbor with a sign on it that said "FOR SALE" due to government (insert whatever the new thing was we had to do/jump through or pay!)<br />
Most of the Caribbean Countries have tried this one on for size lately, with quick backtracking. Everywhere from St Martin to Bahamas. When we were in St Martin a couple months ago, we were shocked at how full the marinas were on the french side and how empty on the dutch. That is because Dutch St Martin has heavy fees for even being anchored on that side now when you check in, so many more boats are going to the french side. Although then, technically, even when you take your tender across to the Dutch side you are breaking the law!<br />
There are people weighing in on these Harbor Charges from the Caribbean 1500 Rally, Private cruisers, charter boats, marinas, restaurants EVERYWHERE!  All the message boards are abuzz and every boat owner here who knows anyone in government is making phone calls left and right. <br />
Even those of us who have lived here for a long time cannot figure out the ambiguity and meaning of many of the items. <br />
So, I do expect there to be many changes in all of this before the 15th of the month. I keep on thinking about the saying "blood from a stone" and that is about what I feel like lately.<br />

Anyways, more this weekend, off to a great aunts 50th wedding anniversary tonight!

        <title type="html">Snorkeling galore!</title>

                A breakfast cruise took us to Monkey Point this morning, we got the best spot and the guys snorkeled all morning there, there were tarpon galore, silver sides in their millions and 2 turtles to boot! Not bad for an after breakfast snorkel!<br />

We headed out to brewers Bay and had lunch there, then straight into a dive for us and a hard core kayak for every one else! Mr B came diving with us too...<br />

        <title type="html">BVI Port Charges</title>

                Even though this may start out as a rant on how hard done we are, it is really not. I am taking one businesses view of how these new port charges relate to our business and by the end, you will actually see that I am standing up for the government to a degree.  I have to give the background to explain our position and how it comes about. I apologize to anyone this is going to offend in advance, save me having to do it afterwards!<br />
You, who just read to see the fishies in the BVI will have no need to read any further today. It will bore you to tears!<br />

This is just our interpretation as things stand today. Here in the BVI things can change daily, or hourly and tomorrow or the next meeting we will have new ideas to talk and and bat back and forth. First, a few background facts as pertain to being a large BVI Flagged Vessel who has been in charter here a long time. These figures are all off the top of my head, so don't blast me when I am out. I did not take the time to go through the books and add up, but after ten years I have a pretty good idea of what they are.<br />

When we started doing charters here ten years ago, to own a BVI licensed vessel that was based here, as we were not English or BVLander, we had to set up a local company to purchase the yacht.<br />
<br />
To set ourselves up a BVI company, incorporate it, get a trade license and work permits cost at a minimun 20,000. <br />
 We have to pay our company agent every year to keep our corporation up to date and file the appropriate papers. That is a minimum of $750.00 a year.<br />
 We have to have an accountant do our year end books and submit, so that is $1500.00 a year.<br />
 <br />
There was a time when you did not pay a yearly customs charge to the government, now it goes along with our trade license and costs us $825.00 a year<br />
<br />
There has always been a $2.00 per person per day for BVI based boats for charters and ,75 cents in summer. We have done a average of 24 charters a year, with an average of 8-9 guests, this comes out to somewhere between $2000.00 and $3000.00 depending on the year. <br />
<br />
We started out paying $400.00 a year for a National Parks Permit. Then it went to $600.00 and then it went to $825.00.<br />
<br />
We pay a figure (somewhere between .50 cents and $25.00, we have never been able to figure out exactly what it was) every time we brought our own BVI registered boat BACK to its home country. It always seems to me it was like paying money every time you wanted to enter Canada to come in the doors. I suppose we go in and out of the country an average amount of times, maybe 8 times a year with shopping trips to St thomas etc. So, about $200.00 a year lets say.<br />
<br />
We pay a yearly license to have our VHF radio, and for each person on our crew to have a certificate, which is about a $150.00 a year all up.<br />
<br />
A few years ago, the government tossed out the entire corporation act for local businesses as it was unfair making the local companies pay business tax when the foreign companies did not have to. That was something the International Finance Community  insisted on. We were ecstastic, only to find out that the corporate losses you have in the first years starting up your business and then could be applied against profits were going to be tossed out the window at just about the time we could have used them and we were given a payroll tax which got around this little problem of us being taxed differently. No, we received NO type of credit for our losses we had to carry forward. <br />
We pay social security at 8.5%, (between employee and employer)  PAYE (income tax) anywhere up to 8.5% of payroll on an employee.  We must pay work permit costs every year for each employee, including ourselves as we are employees of our company. This can be up to $1500.00 per employee and more depending on tings"  <br />

Then, the government decided that not only would we have to pay a minimum amount, for an employee. IE if you brought in a captain, and you were paying them $1400.00 a month, the government/Labor said, "well you cannot have a captain for less then $1750.00 a month" and that is what we paid fees on!<br />
Then, as a director, at the end of the year when you were doing your books, and they thought that you had made more profit then you should have (ha) you had a chance to "voluntarily" top up the amount of income you declared for owners, and pay the appropriate social security and payroll tax. ( No corporate tax now remember? Anything that came to the shareholders is potentially money that would not be taxed...) <br />
Our accountant each year, "suggests" an amount that we should "top up" our salary to, as  even if we have not made any money, they could be suspicious that you were not really serious.<br />
<br />
Up until this point, over ten years, you have about $140,000 or so in taxes and fees, that we paid to operate in the BVI without putting in the employee income tax and social security costs. <br />
<br />
We as BVI Based boats complained loudly that we were being taxed to death, where boats from outside the country although they could only do 7 pick ups a year in the BVI, could pick up as many times as they liked elsewhere and come in and cruise the BVI waters.  The only "advantage" we saw that we had over those from outside the country was we paid $2.00 a day per person for cruising taxes and not $4.00! Certainly not enough to offset a lot of the other costs we had going on to operate in the BVI fully. Remember everything we brought into the country we paid duty on at 15-20% and we had no Cost U less here!<br />
<br />
There were certain marinas that we complained forever and loudly about, down to showing them on paper that it was not technically possible for us to be using the amount of electricity that they were charging us for as per their readings. After being charged a ridiculous amount of water for a couple years in marina we find out that there pumps were measured in LITRES not gallons, and yep, we knew we were paying way too much for water, but they were quite suprised to find out that they were charging everyone 4 x the price! <br />
How about putting expensive diesel in your boat and knowing exactly how many gallons your diesel tanks hold and somehow, when empty, you ended up paying for 10-20% more diesel then your tank would physically hold? Then when telling them to check their gauges, we would be told over and over again, that they did and they are fine.<br />
<br />
Many of us local boats watched in dismay as more and more boats were let into the country to operate making the playing field so unlevel it was laughable. Yes, there are always loopholes, depends who you are and who you know!<br />
<br />
Now next add onto this that the BVI was wanting to upgrade its marine registry, so we now had a Ports Authority. We were going to have to get locally inspected and licensed to continue to operate here in the BVI.  We all trooped in to convert our Yachtmaster Licenses into local BVI licenses, and, yeah, did I mention, pay a yearly fee on this and get a physical every time you have to renew it? <br />
Now go through the Inspection process on the boat, which initially meant A LOT of upgrading. We were all putting on life rafts willy nilly, rings, jackets, buckets, sealing off the engine room, new automatic fire extinguishing systems in the engine room, life lines, flares, horms, Oh I could go on, but all this for going across to Peter Island! In fact before we put liferafts on we were told that it was "illegal" for us to go to Anegada! <br />
<br />
At first there was a grandfather clause that allowed some of these requirements to pass if you had been operating safely in the BVI for a certain number of years. Then they dried up. All the BVI large charter boats, trooped in to pay a surveyor to tell them what they needed to do to upgrade to pass.  Then paid for the items, the inspection, and the licenses.<br />
<br />
Then they put a yearly haul out requirement on this license. Great, with us only hauling every two to three years, this added another $5000.00 onto the yearly bill. Only one place on a railway that we could be hauled. very expensive to haul like that. Then once the only place in the BVI closed that was large enough to haul our boat, we had to pay a surveyor to come over to where we hauled, St Thomas or Puerto Rico or in some cases DOminician Republic, for the really large boats, to "certify" us for this license. Of course they started with the visible BVI boats on this. Working there way slowly down to the bareboats.<br />
<br />
They then added on the hardship of not only making everyone on the boat have STCW 95, at a cost of $800.00 every couple years AND not only could we not hire anyone in the territory already, before we could even submit a work permit application for them they had to have a STCW certificate, so not only did we go months without an employee while waiting for work permits, we had to pay quite a bit of money for the potential crew member to get their STCW In advance of showing up for a time! Of course, they could not come into the territory and do it while they were waiting for work  permit to come through or anything (but yes, depending on who you were, they seemed to be able to have some leeway there, this was not the case with us!)<br />
<br />
Next thing they put on us was when we went to "Renew" our captains licenses, there were new hurdles to jump. We now needed to "sit" a local examination with Ports Authority on the SCV Code (Small Commercial Vessels) for the Caribbean. This was an oral exam, without it, you could not renew your license. Some captains took 4-5 tries to get this right. I, being a female and not really giving a damn about what the proper procedure was to anchor a barge ( drop both anchors to maximum chain) or, for an engineers tickets on a 50 ton vessel, talking about a fire scavenge area, (don't know what that is?? Well apparently you would not pass your 50 t either, it is the motor exhaust area on vessels over about 500 ft!,) we just wanted to continue our same route we had been doing around the BVI for the last ten years. Anyways, I quickly decided to drop my captains license locally, let my husband deal with that! <br />
<br />
Then, because we were on the "edge" of NEEDING a engineer on board, my husband had to sit that test as well. The first one to pass that in the BVI, and I am not too sure how many have passed it yet, as it was a hard exam.<br />
<br />
Everytime you think you have reached the goal post, they move it. You go in to renew anything with trepidation, as you are not sure what they will come up with next. You are almost so exhausted from jumping through the legal hoops on land that you are too exhausted to do actual charters.  Remember that grandfather clause? Well, that gets moved as well,  The next time they wanted a stability test on Promenade.  Now, Promenade has operated here for almost thirty years. It is a one off, as wide almost as she is long, and the first boat that Nigel Irens ever designed (he is a famous racing trimaran designer now) but how many stability booklets do you think there are around on our yacht? Hmmm, yes.  Getting a surveyor to do a stability booklet on something other then a production boat, means taking a billion measurments and crunch a ton of numbers and jumping through many hoops of thousand of dollars, thousands of dollars of man hours to have it done. Tack on another ten thousand to "prove" that this yacht that would not lift an ama in a gale, needs 130 knots under bare poles before it starts lifting an ama.... We are not sailing around with guests in the Sir Francis Drake Channel too many times in those conditions! Don't know about some of you bareboaters I see,! You may be!!<br />
<br />
In retrospect, I think that we balked at a lot of these changes, as truthfully, most of us ran away to the Caribbean to get away from rules. BUT, I think that a lot of the changes that Captain Pat and Dave Smith have put through ARE good in that department over the years. At least we are getting to the point that any person who had just sailed a windsurfer once could not just be a "captain" of a charter boat the next day. I think there is still some out there though!<br />

I stopped adding but believe me, we are around three hundred thousand now over the ten years.  And a lot of this while we watched the boats that did not base here and did not have to live by these work permit rules hire anyone they wanted to in St Thomas and come over the next day to do charters. And we watched the boats from St Vincent and the Grenadines flag sit here and NOT go through any of this licensing hoopla. We were glad when they made the USVI crewed charter boats start doing some of this, which is a doubling of our yearly expenses just in taxes and fees in average, just to be BVI registered and licensed.<br />
<br />
Oh did I mention when the new "clamping down" on fishing regulations happened we now pay a fee to be either a commercial fishing boat or a recreational fishing boat so our guests can fish off the boat of another additonal 3-7 hundred dollars?<br />

<br />
Which is rather a rant and a preamble to get to the new marine ports authority charges in the BVI.  Yes, every cruiser and every day boat from the USVI along with every charter boat will hate them.  Funny thing is, you are going to say that I am always so pessimistic that I will rant and rave about hating them, but in MY position, looking at if from OUR BVI businesses point of view, we are glad to see something that will cost us only $60.00 on top of the clearing fees we already pay when we come into the country. Yes, we are an exempt boat, we fall under the exempt category in two areas. BUT being an exempt boat means we will still pay $1.00 per foot for each time we come into the territory. It is definitely a new meaning of "exempt" but they are circling the wagons and closing some of the loops. They are actually very crafty. <br />
<br />
That is why I have said that this is only going to be our interpertation of the rules and what we think they mean. It could be different tomorrow.<br />
<br />
1) If you are a BVI Registered boat. By this I mean if you fly the BVI flag on the back of your boat AND you have this SCV license current and up to date on your COMMERCIAL vessel you will be exempt.<br />
<br />
2) If you have a BVI trade license,   and pay the yearly fees to customs of $825.00 AND also an above SCV license you will be exempt.<br />
<br />
3) If a BV lander owns 51% of the shares of your boat, AND you have  a base marina you operate from in the BVI or a mooring that you pay a yearly fee on, you will be exempt.<br />
<br />
Remember that exempt still means you pay the first day.<br />
<br />
If you have chartered a bareboat out of the USVI and come up to cruise the BVI. You are not exempt.<br />
If you are a cruiser, you are not exempt.<br />
If you are a day sailer, a diver boat, or anything that comes in and out from the USVI you are not exempt.<br />
If you pick up your charter boat IN the BVI and do not leave the territory, you will not have to pay it (unless of course, the bareboat you charter is owned by someone who does meet the above critiera, then somewhere along the way, today, tomorrow, next year, you are going to pay it one way or another, as they will have to. I do not know the structure of all the bareboat companies and private boats here. I am sure everyone and their dog is scrambling.<br />
<br />
<br />
Will this level the field somewhat, YES, as long as there are NOT too many loopholes that everybody who has a friend can get through! Does it make it very expensive to cruise in the BVi ? Yes it does.  What else will this do? Well, if you want to go into a charter boat business here and you contract out with a local who owns a marina and you either give him 51% of your boat to make it work, or however you make the deal with him you can be exempt.<br />
<br />
How is it clever? It will make it too expensive for many boats who work in this area NOT to be BVI flagged! Which means that the BVI gets MONEY!  AND if you are not BVLander or English, you have to set up a LOCAL company to OWN the boat. That then gives them the company fees I talked about above.<br />
<br />
Then if you get a trade license (not likely by yourself as a foreigner without a local partner, or grabbing someones that already has one) you are paying money into the coffers of the government even more with work permits, social security, yada yada.<br />
<br />
Then when you go to get your boat licensed commercially, if you are doing commercial charters, there is more money. Circling the wagons, closing the gaps and clever, quite clever. Will it be beneficial to the country with this economy ? Who knows. I think they have already shown their intentions to throw their hat firmly in the ring with the cruise lines. I blogged about this a month or so ago when it was announced, if the airplanes are pulling out of your country and you can't get people here on planes, hey, the cruise ships will find a way to get them here! Oil or no oil. They could be much smarter then the rest of us.<br />
<br />
To be gosh darn honest, the amount of boats that are doing charter here has been astonishing. I have mentioned before that we get less for a charter now then we did ten years ago, and these figures have not even taken into account the increase in costs of provisioning. Thank god we also do not have to pay any engineering fees here to service the boat. Believe me, most yachts who do crewed charters, without being owner operators are run at a loss. And that is ok with many!<br />
<br />
I know that we are seriously looking at ways that we can continue to thrive in this changing world we find ourselves in now. I think you will see drastic measures all over the place. I will of course, continue to keep you informed of what we know and our point of view, but please remember, it is our point of view only on the information that we have available.<br />

                There was some fishing last night in the North Sound, they were hoping for a baby shark, they saw some but no such luck, they did however get<br />

The troops headed in to Bitter End and Saba Rock this morning, they were gone till nearly lunch time, some successful shopping was to be had. After a quick swim and jumping in to cool off we had a fabulous spinnaker run down to Guana Island, definatly one of my favorite spots right now! There was fishing on the way, they still wont sing the fishing song, we got 2 strikes, but just the head of the bait left.<br />

At Muskmelon, the divers went diving, it was great, something unusual, a conch shell with an anenome and shrimp in the anenome on the shell<br />

        <title type="html">BVI Boat Harbor Charges</title>

                My analysis to follow later on this, but I know some people will want this information passed on through the charter yachts society.<br />
<br />
Attention ALL members:<br />
 <br />
Find attached recent amendments to Ports Authority Regulations which relates to every boat coming and going in the territory. Enforcement of these amendments will be effective July 15th. <br />
 <br />
These regulations were posted on line as well as printed in local newspapers, however at the time of their release there was much confusion as to whom they would be applied and how. As a result of numerous phone calls to various government departments, a short notice meeting was called. The CYS was requested to invite representatives from various sub sectors in the yachting community. Other attendees to the meeting included Bob Carson (Southern Trades/CharterPort BVI), Trefor Grant (Village Cay), Nic Parton (First Choice Marine) &amp; Miles Pilch (Nanny Cay Marina).  The meeting afforded all of us the opportunity to pose questions directly to the Minister of Communications &amp; Works, Customs, Ports Authority and VISR.  The meeting went reasonably well for charter yachts.<br />
 <br />
Whilst subsequent meetings are inevitable, to date this is where we stand in the crewed yacht sector; every boat coming and going in the territory will be required to pay port fees of $1.00 per foot for the first day in BVI waters, 75 cents per foot for the 2nd day and 50 cents per foot for EVERY day in BVI waters thereafter. Customs are expected to be collecting these fees.<br />
 <br />
The only exemptions are:<br />
 <br />
You are flagged in the BVI  (and you hold a have Small Commercial Vessel Certificate (from VI Shipping Registry)<br />
 <br />
You hold an Annual Recreational Commercial Vessels License and you have a Small Commercial Vessel Certificate (Blue Code/Yellow Code compliance) issued by the VI Shipping Registry (Capt Pats office), Many of you applied for this certificate several years ago. Since then some have been certified, others have pending applications and others have held onto the hope that this safety requirement would go away. It hasnt.<br />
You will need to produce:<br />
a stamped copy of your application OR<br />
a copy of your certificate<br />
If you are a yacht which has a certificate, or a provisional certificate please advise us.  It would be good to have those statistics available<br />
 <br />
3. A belonger owns at least fifty-one percent shares<br />
 <br />
PLUS You have a base marina in the BVI from which you operate (interpreted not to mean a specific slip) or a registered BVI mooring buoy.<br />
 <br />
IMPORTANT:  Exempt yachts will be required to pay the Harbour Charges of $1/foot per day. Subsequent days will not be charged<br />

                We have the busiest group ever, every one is so active and on the go, so we have packed a lot into today!<br />

We began with a snorkel on the Rhone, here they are<br />

It was then a fish over to the Baths, but no catching! They wouldn't sing the fishing song!<br />

After exploring the Baths, it was on to Mountain Point, we found a new toy floating on the seas! B liked it!<br />

The dive was great, they all did really well, the most striking thing of the dive was the number of silver sides, there were millions!<br />

A quick cocktail for the kids and then a sunset banana ride! I hear it is games night tonight!

                 I bet you are dead tired of seeing spectacular sunsets, interesting underwater fish and pretty blue water, so I thought I would put up some pictures to give you something different to look at today!<br />
Even I miss the islands every time I see the pictures!<br />
My father convinced us that a small walk was in order in Victoria Harbor today, as the Tall Ships were in town! My mother said about 830 or 9 we would go, I just about cried so they set it back to ten! I fooled them, I was ready at 10 after 9 though! Here I am with my mom and dad<br />

My father does this walk about every day from about the house, but he deemed to drive us closer. I took along my camera so I would have GREAT excuses to stop for a breather!! You will be able to tell by the amount of pictures i have here that I took a few!<br />

We started out on this side, and I do have to say that it was a gorgeous day out. They could not have asked for better! There was tons of kayakers around. The water was flat calm...<br />

I loved this picture, all the guys were rowing the boat and the girl was going faster beside them shouting out orders!<br />

This part of Victoria used to be owned by the First Nation people a long time ago, and they exchanged land here at the water front for land in Esquimault. Here is a couple old pictures from the 1800's that show where we were standing today...<br />

I love this picture, with the blue skies and the buildings behind it looks like we are in Curaco in the Caribbean a hundred years ago!<br />

There is a woman who owns a few buildings that are OLD, Last name of Janion. One used to be a hotel, but they have been closed for decades upon decades. Her husband told her that as long as she had property she would never be poor. After he died, she has lived by that and has refused to sell. These properties are worth silly sums of money now. This Hotel, was the first one in Victoria to have hot running water. Apparently it is in pretty good shape inside, I would have loved to have seen it!<br />

You can tell a lot of old glass in the buildings, like in this picture. Apparently it takes a fortune to fix up these old buildings, as they have to be brought up to earthquake codes, and there are also heritage laws, so...<br />

One thing I noticed was the amount of homeless people that Victoria has. I guess if you have to be homeless in Canada, this is one of the best cities weather wise. I don't think I saw this many homeless in Atlanta last time we were there! We walked down a small alley<br />

which had tiny little places that had half numbers on them!<br />

I took a picture of the flowers as my mom liked them...<br />

and this field of poppies was sitting there with the facade of an old building that they were hoping to save and build behind it. good luck! There is not much left, but the poppies were pretty.<br />

We saw a couple water fountains that were pretty...<br />

Someone had helpfully hung up a pink purse on the side of the building that a little girl lost (or at least I hope it was a little girl!)<br />

Then we walked down to the Inner Harbor again and looked at some more tall ships!<br />

My mother just died (did I spell that wrong?) and it was a little redder then she is used to, lets say, it matches the color of her face anyways!<br />

The US Coast Guard had there Tall Ship Training Vessel up here. It was built in 1934. We have seen it a couple places before in our travels. NONE of the boats were as nice as Promenade though!<br />

And walking over the bridge back after this marathon hike we saw colorful kayakers.<br />

It was a good day! And just in case you have not seen a picture of Bazzas latest invention in the last couple days, he tells me that he is working on circuitry now... I just want to know where he is going to store it?<br />

This is just a couple pretty pictures I liked that i had taken at the Boat show in May. I love all the different colors of the sail bags! Going on that theme, I am starting to see power boats tacking on hefty fuel surcharges, like a thousand dollars a week, what else can you do?<br />
I have been watching a lot what the boats have been doing with prices and offerings in this economy and climate, and my prediction is that quite a few will go out of business in the coming year. Just like the airlines I guess@<br />

And although I have my doubts on whether the people who are supposed to develop Beef Island are in too much of a hurry at the moment, I was given a few pictures of where they plan on putting in their "commercial centre" in Trellis Bay, whatever that is, but here is where it is supposed to go in!<br />

That is my news for the weekend. Tuesday we start an exciting road trip, off to Edmonton to see kids and family, up to Northern Alberta where my mother was from, up to Northern BC eventually ending up taking the ferry down the interior of BC to Port Hardy on the North End of Vancouver Island, where I used to like about 35 years ago! Big trip in the RV with mom and dad!

                I think we have done just about everything possible in the water today, from swimming, sailing, snorkeling, diving and banana boat!<br />

We started after breakfast with a dive, I had 3, never done it before, but gonna try it! They were all Rock Stars<br />

No signs of the shark from last night though! There was also kayaking, swimming and out came the banana boat<br />

                We have picked up our new group today, its a big one 11 altogether, 7 kids between 4 and 14, I think the water sports might get some use this week! Here they all are arriving<br />

The kids one request was too see a shark swim by the boat, not when they were swimming, I explained that you dont really get to see things like that! Well tonight inbetween dinner courses we were looking at the tarpon, there must be 10 out back, along with a 5 foot barracuda, along come 3 sting rays and a nurse shark cruised on by twice!! Now how cool was that! I dont know how I am going to top it off tomorrow! May be performing dolphins!
