New coast guard regulations for SOLAS boats in the USVI?

In what may be the latest battle between the boats and the Coast Guard or Government either on the US of the BVI side of the Virgins, this notice was sent out to about 33 day boats on St John this week.
SOLAS Vessels (a boat that holds more than 12 people going to the BVI's for our purposes) are not allowed to pick up The National Park Service Dock or The Port Authority dock (in Cruz Bay)
I understand the coast guard sent this letter to 30 vessels. A great majority of St. John tourists use these vessels to visit the BVI's including the Baths. At this time, these vessels cannot pick up St. John tourists. This is happening because the National park and Port Authority docks are no longer secured for Homeland Security. They dropped the security. Without these docks being secured the St. John tourists cannot take these excursions to the BVI's on the SOLAS vessels. Also, I understand this is going to be a problem with Inter Island Boat Services(located on the port authority dock) I am in the process contacting them. New Horizons & Breakaway charters take hundreds of St. John guests out monthly. As you see this is a huge problem.

Inter Island Boat Services is the company that provides day trips over to Jost Van Dyke.
